The city of Baltimore is 15 homicides away from its 1993 record of 353 murders that very well could break in the final days of 2019. Two women were shot dead on Sunday followed by another 7 people shot in a drive by shooting in front of a business. Two others were shot and killed on Saturday. Baltimore`s homicide rate is 10 times larger then that of the United States average. Police did drive the rate below 300 but since the 2015 unrest that was triggered by the Freddie Gray incident, the US Justice Department had issued a federal consent decree which mandate sweeping police reforms. Some reports are now saying that police departments around the country are being told to stop down, allowing some towns and cities to see fewer cops on the streets. Seattle and Baltimore are two cities that are in this discussion.
